The FDA revised Compliance Program 7346.832 for pre-approval inspections, establishing a risk-based evaluation framework to determine whether onsite inspections are necessary. When marketing applications are submitted, Integrated Quality Assessment teams evaluate facility history, product risks, and compliance signals to decide if on-site visits are warranted or if alternative methods, such as remote regulatory assessments or partner inspection reports, suffice.

This structural shift penalizes temporary pre-inspection preparation sprints and rewards facilities maintaining continuous audit readiness.
